I fully agree with the views of the writer, Shri Hemant,as mentioned in the last two paras of the article.The identity of the WHISTLE BLOWERS should not be disclosed, to the person against which the complaint has been made, till the investigation is started. But in that case the person, against whom the investigation/verification is started, can ask for the source of information by using the RTI ACT.
